In advising Moshe to choose people to help him, Yitro told him to look for four qualities. His selection should be …capable, God-fearing men, truthful men, haters of bribes. And yet Moshe only chose capable men from all Israel. What happened to the other three qualities? Ibn Ezra explains that the other qualities are matters of the heart and even Moshe could not know for sure who truly had these qualities. Sforno explains that people with all of these qualities were simply unavailable and so Moshe settled for what he thought was most important.
