It was the very Aaron and Moses to whom the LORD said, “Bring out the Israelites…” Here the Torah mentions Aaron prior to Moses, yet elsewhere the Torah gives precedence to Moses. This demonstrates, explains Rashi, that Moses and Aaron were of equal stature. Hatam Sofer points out that while Moses was our greatest teacher, when it came to care and concern for people, Aaron was greater than Moses and this is what Rashi means when he says they were of equal stature. Indeed, this verse focuses on redeeming Israel from bondage, and Aaron whose care for the people was unmatched is given precedence over Moses.
