The opening of our parasha bundles together judges and police: Judges and police you will set over yourself in all your gates…Rashi explains that the judges decide the rules and police enforce them. However, in the Amida we pray: Restore our judges as before, and our counselors as long ago. This is an echo of Isaiah’s promise I will restore your judges as before, and your counselors as long ago. Police – enforcement – is a necessary requirement that the Torah mandates but it is not ideal. Indeed, our prophets and prayers reflect a time when there will be no need for police to enforce the rules and wise counselors will suffice.
