My bow I have set in the clouds to be a sign of the covenant between Me and the earth… Upon seeing a rainbow one recites the blessing: God who remembers the covenant, is loyal to His covenant and keeps His word. This is because our Tradition teaches that a rainbow is a sign that God is unhappy with us, but will not destroy the earth again. The commentaries to the Shulchan Aruch advise against informing others about the presence of a rainbow, as one should not be the bearer of bad news or speak badly about the earth. Indeed, the bow points toward the Heavens, as if to say that God loves the earth and is aiming His arrows away from us.
