It is not in the heavens, to say, ‘Who will go up for us to the heavens and take it for us and let us hear it, that we may do it? What is not in the heavens? The Talmud offers a few interpretations. One is that Torah must be decided on earth – it is not found in the heavens. Another interpretation is that Torah is not found among people who are haughty as the heavens. These two interpretations are interrelated. On the one hand, Torah is not decided in the heavens but on earth below, however this must not lead to a cavalier attitude that insists whenever there is a rabbinic will there is a halachic way.
