Our parasha lays out our Festivals. However, neither in our parasha or anywhere else in the Bible, do we find a connection between the Shavuot and the giving of the Torah or Rosh HaShana as a day of judgment. The Kli Yakar suggests that these two themes must always accompany us. Every day we must recall that we will be called to judgment and every day we must recall the gift of the Torah. Although these themes are highlighted on particular days, they’re too important to be the focus of a single day of the year.
