Moses is not allowed to enter the land of Israel because of this episode: And the LORD spoke to Moses, saying, “…assemble the community, you and Aaron your brother, and you shall speak to the rock before their eyes, and it will yield its water …And Moses raised his hand and he struck the rock…Isaac Albo explains that for all of Moses’ greatness, he remained passive. To wait for God’s command to extract water from the rock was a sin. Albo contrasts this to Joshua: Then did Joshua speak to the LORD… “O sun in Gibeon halt, and the moon in Ajalon Valley.” And the sun halted…Whereas Joshua initiates this miracle, Moses was not an initiator. Since the righteous have the power to subjugate nature, they have responsibility to proactively do so, explains Albo.
